A statement on the legalisation of land based casinos in Japan
Japan is currently working on a bill to legalise casinos on its territory, as we mentioned in this article, and this post.
While the law has not yet been passed, the city of Osaka is already developing various plans on where to build the most attractive casinos.
Governor Ichiro Matsui has indicated that the municipality has suggested to operators to develop a gambling establishment in Yumeshima, a part of land that is in the Osaka Bay.
This artificial island is 170 ha large and has easy access to downtown Osaka and the Kansai International Airport.
Tokyo, the other city that could accommodate a casino, has not yet officially chosen a site that could accommodate such a facility, even if the Odaiba area in Tokyo Bay was mentioned several times.
Discussions on the draft law about the initial liberalisation should start next May, and the vote will be in June.
This first step will be followed by a second in 2015, detailing how licenses will be issued, and how a place for hosting a casino will be chosen.
Supporters of the law believe that the establishments could be in service during the Olympic Games in Tokyo in summer 2020.
The broker CLSA expects that Japan could become the third largest market in the world of gambling, with annual revenues exceeding $40 billion, as the country is very densely populated, and quite close to China, which has some of the most prolific and richest players in the world.
In consequence, the most important international casino operators, such as Las Vegas Sands Corp, MGM Resorts International, Wynn Resorts Ltd, and Genting Bhd, are very interested in the project.
